Buenos Aires Declaration marking the 70th anniversary of the Universal Declaration of Human Rights

Members of the International Council for Monuments and Sites (ICOMOS) met recently in Buenos Aires; Argentina. In celebration of the 70th anniversary of the Universal Declaration of Human Rights, ICOMOS adopted the Buenos Aires Declaration entrenching Human Rights into cultural heritage activities (available in French, English and Spanish).

ICOMOS supports the right to enjoy and partake of cultural heritage and reiterates its commitment to supporting Rights Based Approaches to World Heritage.

ICOMOS has taken important initiatives over the last decade to respect, protect and fulfil the rights to culture for individuals and communities by including Rights Based approaches in its work, through its Ethical Principles and the Our Common Dignity Initiative.

ICOMOS members, Committees and groups are therefore encouraged to:

  • Build strong relationships with communities and peoples in their work
  • Embrace the principle of free, prior and informed consent of source communities before adopting measures concerning their specific cultural heritage
  • Offer all possible assistance so that communities and right holders are consulted and invited to actively participate in the whole process of identification, selection, classification, interpretation, preservation and safeguarding of, as well as the stewardship of and development of cultural heritage.

Declaración de Buenos Aires

Los miembros del Consejo Internacional de Monumentos y Sitios (ICOMOS) se han reunido recientemente en Buenos Aires, Argentina . En conmemoración del 70° aniversario de la Declaración Universal de los Derechos Humanos, el ICOMOS adoptó la Declaración de Buenos Aires que incluye los Derechos Humanos en actividades de patrimonio cultural.

Con motivo del 70° aniversario de la Declaración Universal de los Derechos Humanos ICOMOS apoya el derecho a disfrutar y participar del patrimonio cultural y reitera su compromiso de apoyar los enfoques basados ​​en los derechos al patrimonio mundial.

ICOMOS ha tomado importantes iniciativas en la última década para respetar, proteger y cumplir los derechos a la cultura de las personas y las comunidades mediante la inclusión de enfoques basados ​​en los derechos en su trabajo, a través de sus Principios Éticos y la iniciativa sobre Nuestra Dignidad Común.

Por lo tanto, se alienta a los miembros, comités y grupos de ICOMOS a:

  • • Construir relaciones sólidas con las comunidades y pueblos en su trabajo.
  • • Abrazar el principio de consentimiento libre, previo e informado de las comunidades de origen antes de adoptar medidas relacionadas con su patrimonio cultural específico
  • • Ofrecer toda la asistencia posible para que las comunidades y los titulares de derechos sean consultados e invitados a participar activamente en todo el proceso de identificación, selección, clasificación, interpretación, preservación y salvaguarda, así como a la administración y desarrollo del patrimonio cultural.
