General Assembly convened at the request of the Board 23 July 2020 (held virtually using ZOOM)

Dear ICOMOS members,

On 20 May 2020, all ICOMOS members were given notice that in accordance with French legislation, a virtual ICOMOS General Assembly would be held on 23 July 2020 (from 12:00 to 13:00 Paris time) with the sole purpose of seeking the agreement of the General Assembly to hold forthcoming 2020 statutory meetings as virtual meetings (i.e. the Triennial General Assembly, Advisory Committee, Board and Bureau meetings). The General Assembly will then briefly reconvene on 24 July (from 12:00 to 12:10 Paris time) to announce the result of the vote on the proposed resolution.

National and Transnational Committees were asked to submit their lists of voting members as usual, with a deadline one month before the General Assembly, that is by 23 June. There should be little or no need for amendments to the lists or proxies, as voting members will not need to travel in order to vote. The need for proxies should also be less important than during face-to-face meetings as the voting platform will be open for 24 hours,

Due to technical restrictions on the voting platform which will be used, we ask that voting members carry up to one proxy only, if possible. Please note that the voting platform will require voting members carrying more than one proxy to provide two email addresses (for two or three proxies) or three email addresses (for four proxies) in order for all votes to be counted.

The Credentials Committee elected at the 2019 Annual General Assembly will report on the eligibility of voting members as usual. It is envisaged that the lists of voting members will serve for both the July General Assembly and the full triennial General Assembly later in the year.

There will be no registration fee for the 23 July General Assembly. On 13 July, you will receive instructions on how to register for the General Assembly via the ZOOM platform and how to cast your vote on the proposed resolutions (if you are a designated voting member). Please note that the business resolutions (i.e. resolutions GA2020 – 07 – 1 to 4) will be voted for by a virtual “show of hands” (counting only abstentions/rejections) via the Zoom platform polling feature as the meeting proceeds. Resolution GA2020- 07 – 05 “confirming the validity of holding all 2020 statutory meetings as virtual meetings held not necessarily in conjunction” will be voted on via a dedicated voting platform that will be open from the 22 July at 8 AM until 24 July 8 AM Pars time. This means that voting members do not necessarily have to join the virtual meeting to be able to cast their vote, although they are of course encouraged to do so.

For cost reasons, consecutive interpretation – English-French and French-English – will be provided by International Secretariat staff.

Calendrier pictoSo as to answer any queries you may have on the proposed resolutions or procedures, three information sessions will be held prior to the General Assembly to accommodate all time zones. Just join whatever session suits you by clicking on the link just five minutes before the start of the meeting (not before). Consecutive interpretation will be provided for some sessions by International Secretariat staff or volunteers. The information sessions will be recorded and made available via the ICOMOS website for those who cannot join (see Zoom invitation link sent via the ICOMOS Info for Members n°10, or email secretariat[at]icomos.org to request the link):

  • 30 June: Europe/Africa/Arab States (English/French) - 12:00 Paris time
  • 1 July: Americas (English/Spanish) – 20:00 Paris time
  • 2 July: Asia/Pacific (English) – 04:00 AM Paris time

Providing that the holding of a virtual Triennial General Assembly later in 2020 is validated by the July General Assembly, we will send you additional information on its dates and modalities in due course. However, we already wanted to inform you that it is likely to be held in December, and that only a modest registration fee would be charged – to cover the costs incurred by the International Secretariat to organise the meeting, that would usually be covered by the host country.
