Committee Statutes - Draft
The attached Draft Statutes are based on (1) Guidelines for ICOMOS International Committee Statutes, (2) Directive de Somma Vesuviana (Directive for the International Specialized Committees of ICOMOS), and (3) The Eger Principles for the International Scientific Committees.
However the draft Statutes deviates from the Eger Principles as far as membership is concerned. We propose two types of membership; corresponding members (experts who are members of ICOMOS) and coopted members (non-members of ICOMOS). However, the proposed mode of operation is in accordance with Article IV.9 of the Eger Principles. The reasons for the deviation from the Eger Principles are as follows:
1. The Wood Committee wishes to be an international open network for all experts with an interest or competence in wood preservation. The Management Group is responsible to carry out the targeted activities that has been decided during the official Committee meetings.
2. Elections are always held during the General Assemblies of ICOMOS. This ensures the Committee democracy in a manner that is appropriated to our targeted activities and confirm the Committee's near connection to ICOMOS International.
3. Every year, the Committee members are asked if they want to continue as members. New members are accepted after the Management Group has examined their curriculum vitae in order to ensure the best possible utilization of the candidate's competence.
ICOMOS INTERNATIONAL WOOD COMMITTEE
STATUTES
1. The ICOMOS International Wood Committee (hereinafter designated as "the Committee") is established in accordance with article 14 of the ICOMOS Statutes.
2. The particular object of the ICOMOS International Wood Committee is to promote international cooperation in the field of conservation of wood in buildings and structures and to advise on the development of ICOMOS programmes in this field. It shall accomplish its objective by providing a forum for the interchange of experience, ideas, knowledge, and the results of research between administrators, archaeologists, architects, conservators, engineers, historians, legislators and other professionals, by coordinating existing studies, by promoting further studies, by extending technical cooperation and by establishing links with specialized institutions or industrial organizations in appropriate fields.
The activities of the Committee shall be consistent with the goals and objectives of ICOMOS.
3. The Committee is composed of:
a. corresponding members who will be members of ICOMOS with a speciality in the field of wood conservation, and with an interest of joining the Committee.
b. coopted members who will be non-members of ICOMOS, but eminent specialists whose work could serve to enrich that of the Committee.
4. a. The Committee will be directed by a Management Group of 3 - 5 members.
b. The members of the Management Group are elected for three years at a Committee meeting during the ICOMOS General Assembly. No country can have more than 5 votes.
c. The Management Group has the responsibility of realizing the approved plan of activity.
d. The Management Group can adopt new members according to Article 3. Candidates must submit a curriculum vitae to the Committee Chairman for examination.
5. The Committee's Management Group will establish a network of corresponding members engaged in relevant fields of activities.
6. No Management Group member, including the Chairman, shall remain in office for more than three consecutive periods of three years.
7. The Management Group shall meet at least once a year. It shall address a report on the Committee's activities and a list of its members to the ICOMOS Secretariat, annually, on a date to be announced by the Secretary General. The annual report shall be submitted in accordance with a format proposed by the Secretariat.
8. The Committee shall meet at least once every two years in full session.
9. The activities of the Committee shall be financed by:
- grants from the National Committee of ICOMOS in the country hosting the Committee's secretariat.
- grants from international and national bodies and institutions.
- contracts entered into by ICOMOS, on behalf of the Committee, for the performance of specific tasks within its fields, as defined above.
The members of the Committee shall use their best efforts to obtain the funds necessary to ensure their own participation in the Committee's activities.
10. The Committee's activities may include the organization of meetings; the preparation of publications, and the gathering and dissemination of information, directly or through the UNESCO/ICOMOS International Documentation Centre in Paris. The Committee may undertake regional activities.
11. Every three years and during the year of the ICOMOS General Assembly, the Committee shall draw up a programme for the forthcoming three year period. This programme shall be forwarded to the ICOMOS Secretariat at least three months before the date of the ICOMOS General Assembly, for incorporation into the Council's programme for the forthcoming three years.
12. All written information will be distributed in English and/or French versions. The Committee's meetings in full session may completely or partially be conducted in either English or French.
13. The President of ICOMOS and/or a representative of the Secretariat, UNESCO and the International Centre for the Preservation and the Restoration of Cultural Property in Rome (ICCROM) shall be invited to attend all open meetings organized by the Committee. Representatives of other organizations may be invited to attend the meetings of the Committee.
