Allemagne

The Landesdenkmalamt Berlin and co-organizers invite the public to attend the Berlin Monument Day on 17th of April under the title "City under electricity - the heritage of the Elektropolis Berlin". The conference is dedicated to most significant examples of the built and urban legacy from the industrial age, such as Walter Behrens AEG-Turbinenhalle and Siemensstadt, and will discuss World Heritage potential of Berlin's industrial heritage.

Quoi ? Une exposition intitulée « Les sites archéologiques du patrimoine mondial ». Cette exposition, composée de 20 posters, a a pour but d'accroître la vigilance et la responsabilité à l'égard du patrimoine archéologique. Un poster spécial met en lumière les critères d’inscription sur la Liste du patrimoine mondial. L’exposition sera inaugurée en présence du maire de la ville d’Erévan, des officiers ministériels ainsi que des ambassades consernées.

Qui ? The 2012 Heritage Address will be held on Wednesday 18 April and features Emeritus Professor of History Graeme Davison AO speaking on ‘Heritage in a Modern Society’.
Graeme Davison has taught at the University of Melbourne, Harvard University (where he was Visiting Professor of Australian Studies) and at Monash University. He is a Fellow of the Academy of Social Sciences and the Academy of the Humanities and an Adjunct Professor in the Research School of Social Sciences at the Australian National University.
He has been active as an advisor to heritage bodies, museums and in other fields of public history where his publications include A Heritage Handbook and The Use and Abuse of Australian History. His current projects include a collaborative history of the Powerhouse Museum and a history of suburban Australia.

The address is free, but bookings are essential.

Who? State Administration of Cultural Heritage (SACH) and Wuxi Municipal People’s Government, co-organized by ICOMOS China
When? April 10th—11th, 2012
What? “Wuxi Forum on Chinese Cultural Heritage Conservation - World Heritage:Sustainable Development”

Some 100 participants from world cultural heritage sites in China and provincial cultural heritage administrations, as well as experts from international organizations, such as Mr. Grellan Rourke, Chairman of ICCROM Council and Executive Committee Member of ICOMOS, Mr. Mounir Bouchenaki, Special Consultant of UNESCO, former DG of ICCROM and Mr. Guo Zhan, Vice President of ICOMOS, many leading Chinese experts, attended the forum. Presentations covered a wide array of themes including management, monitoring, heritage and economy, empowering local communities. The Forum was concluded with the adoption of Wuxi Proposal. Site visits were made before and after the Forum.
The Photo exhibition entitled Chinese World Heritage goes into Community was also held with the Forum.

What? Celebration Ceremony of the International Day on Monuments and Sites. During the celebration, the three world cultural heritage sites in Henan were opened free of charge to the public or with reduced entrance fee, and the meaning of the International Day on Monuments and Sites was disseminated to the public through a series of activities.

What? International Seminar on Cultural Route Monitoring and Management.
Through discussion between Chinese and foreign peers, the monitoring and management issues of cultural routes such as the Silk Road will be discussed. Representatives from the provincial cultural heritage administrations along the Chinese section of the Silk Road will also participate in the seminar. Visitation of sites of the Silk Roads at Xi’an will be held.

What? The day was marked with a lecture delivered by Mr Adindu E.A a conservator II with the commission. The lecture aimed at sensitizing the staffs on the role of local communities in the management and protection of sites. The curator National Museum owerri Chioba Francisca Uboh gave a brief expository address stressing the need for the significance of the celebration.

Quoi ? This year being the 40th Anniversary of the World Heritage Convention ICOMOS has announced 'World Heritage Sites' as the theme around which the 18th April celebrations are being planned all around the world. The two World Heritage Sites of Sindh (Makli Hills Thatta and Mohenjodaro) will remain open with 'FREE ENTRY' throughout the day. A lecture/ presentation by experts who have worked on these two sites is planned at the National Museum on the 18 April.

Icomos Seychelles is pleased to announce the launching of the Icomos Seychelles Heritage Award on the occasion of the International Day for Monuments and Sites
Quand ? On the 18th April 2012.
The award is planned to be made on an annual basis in recognition of built and architectural projects which serve to conserve and enhance Seychelles built heritage and its cultural landscape.Icomos Seychelles is working with the support of the Seychelles Tourism Board (STB)on the award and hopes to attract other partners in its organisation.
A copy of the press release which will be published in local newspapers on the 18th April is attached. Icomos Seychelles will be thankful for any input or contribution especially from members of the International Cultural Tourism Committee with experience of similar heritage awards. Quoi ? Third ICOMOS TURKEY WORLD HERITAGE SITES MONITORING MEETING with the participation of the members of the National Committee and other national experts. This meeting was also associated with the celebration of the 18th April "International Day of Monuments and Sites" under the theme designated as World Heritage for this year. The morning session involved briefings about the inscription and management processes of the site, and it was followed by a site visit in order to monitor the current state of the site and evaluate the potential impacts of the projects proposed.

In addition to the monitoring meetings, the ICOMOS National Committee of Turkey designed a poster based on the theme of "World Heritage Sites" in order to raise awareness among young generations who will be responsible for the safeguarding of our cultural heritage in the future. It is aimed that these posters will be distributed in 3500 primary schools located in Istanbul with the approval of the Ministry of Education and the Governorship, and will contribute to the introduction of cultural and natural properties inscribed on the World Heritage List and the explaination of the significance and context of this day.

Quoi ? Table Ronde sous le titre "Le Patrimoine de l'Éducation en Andorre".
Cette Table Ronde avec quatre participants, dont deux membres de notre Comité, souhaite offrir un regard transversal sur le Patrimoine de l'Éducation que les deux derniers siècles nous en légué tout en recherchant bien avant dans notre histoire bien que des témoins immobiliers ne nous soient pas parvenus de ces temps plus reculés. L'année 2013 coïncide en Andorre avec le 30ème anniversaire de la création de l'École Andorrane ce qui ajoute un plus très intéressant. Cette Table Ronde se déroulera dans un centre d'enseignement pour justement renforcer la vocation de l'événement. La formule Table Ronde a été retenue pour qu'un riche débat puisse avoir lieu après les quatre présentations.

 Who? ICOMOS China and partners

What? We have issued a call of action to all our institutional members, published the news on our website, and published an article introducing this year’s theme in “The Chinese Cultural Heritage Press”, the most popular newspaper in the field of cultural heritage in China. The article has also been included on the official website of the State Administration of Cultural Heritage.
The annual Wuxi Forum was held on 10 April, sponsored by the State Administration of Cultural Heritage, co-organized by ICOMOS China, Jiangsu Provincial Bureau of Cultural Heritage and Wuxi City, with the theme: “Conservation and use of cultural heritage – striving for the right balance in development”. Almost 100 participants from most of the provincial departments of cultural heritage and major universities and institutions attended the event, discussing the theory and practice of how to protect cultural heritage and use it in a sustainable way to benefit both the present generation and generations to come.

A lecture by Guo Zhan, ICOMOS Vice President, on World Heritage, for about 50 senior staff from Beihai Park, Jingshan Park and Zhongshan Park (two royal parks and one imperial altar).
On this occasion, a photography exhibition on the theme will be inaugurated at Beihai Park, open to the general public.

 -         Inner Mongolia Autonomous Region Museum-Hohhot

An event with the title “Touching the civilization of prairie through the interpretation of archaeological sites”, which includes a lecture on the subject “Inherit the culture, the heritage of education”, and interactions between the museum staff and the audience after the lecture. The museum will organize a Treasure Hunt for its visitors and will present a prize to the winner. Meanwhile, the host will illustrate the pictures of historic relics which have been found in the game and ask related questions in order to engage the visitors in the museum.

 -         Ming Xiaoling Museum (museum of an imperial tomb of the Ming Dynasty) - Nanjing, Jiangsu Province

Several events will be held in the Ming Xiaoling Museum on the International Day on Monuments and Sites. In addition, a public lecture entitled “Sun Quan, the Wu Emperor” will be held on Xiaolingwei Street. A lecture related to cultural heritage entitled “Sun Quan and Meihua Mountain” will be held at the Nanjing Institute of Industrial Technology.

What? The Ceremonial Session is held in the Spanish Hall of Prague Castle. About 600 people will participate and the President of ICOMOS Czech Republic will give one of the welcome speeches.
The laureates of the competition “Historical Town of the Year - prizes for the best preparation and implementation of the Regeneration Programmes of Conservation Areas and Conservation Zones 2012” will be announced.
In addition, ICOMOS Czech Republic will organize a public conference with the support of the National Heritage Institute and other cultural institutions on the subject : “Monuments of Teaching and Education" with the contributions of our best experts.

What? Book presentation: "World Heritage - Constantine Basilica in Trier"
When? on 16.04.2013 at 18:00 clock in the Konstantinbasilka Trier.
The Konstantinbasilka in Trier with its unique exterior Roman mural painting belongs to the most important Roman remains in Trier and is part of the UNESCO World Heritage List. In the context of the on-going conservation measures, the University of Applied Science and the Arts, the Directorate General for Cultural Heritage of the Rhineland-Palatinate and ICOMOS Germany had organisedan international meeting from7 - 9 April 2011. The 16 papers published in the proceedings focus on the conservation challenges faced in dealing with the murals of the Konstantinbasilkaand expand our view on mural restoration and presentation methods in Europe.

Who? ICOMOS Hellenic within the framework of celebrating and promoting the International Day for Monuments and Sites, has organized a number of events in collaboration with other organizations such as the National TechnicalUniversity of Athens (NTUA), the Association of GreekArchaeologists(SAR), the MOnuMENTA, the Club for UNESCO of the departments of PiraeusandIslands and the Committee of residents of Plato'sAcademy.

What?
-         ICOMOS Hellenic has printed a poster depicting the building of the National Technical University of Athens and the surrounding district in the beginning of the 19th Century.
-         Together with the other co-organizers we have recorded and documented all educational monuments in Greece so as to protect them and make them known to the public.
-         Upon the initiative of the Ephorate of Prehistoric and Classical Antiquities in Thesprotia, and with the support of Hellenic ICOMOS, a poster was created on: “Heritage and Education. A challenge and an occasion for pupils to meet the old schools buildings of Thesprotia”, and school buildings of the 19th and 20th century in the area were gathered in printed material and digital form
-         Several bodies (public and private) are organizing in Sparta (Peloponnese) an event entitled: “The first public educational buildings in Sparta”. Similar initiatives will take place all over Greece, especially for the awareness-raising of teenagers in the protection and preservation of educational monuments.
-         On Monday, (15/4), a scientific event will be held entitled: “The CulturalHeritage of Education.GreekEducation (paedeusis)” (NTUA Hallevents), Averof building,42 Patission Str., Athens). The presentations will deal with issues regarding the Hellenic heritage of education.
-         On Sunday (14/4) ICOMOS Hellenic organized a very successful guided tour in Plato’s Academy, followed by an artistic event with the Mixed Choir of the National TechnicalUniversity of Athens (NTUA)

What?Since August of 2012, ICOMOS Honduras has organized a workgroup with the Committee for the Safeguard of the Historic Town of Tegucigalpa-Comayagüela, the capital city of Honduras. During the month of April we are undertaking a series of talks in the only two public universities and also three private universities directed at the students in the majors of architecture, fine arts, anthropology and social sciences in general. Therefore, in these talks we have included the discussion of charters and guidelines addressing the topic and good practices promoted by ICOMOS. At the same time we are using the opportunity to raise awareness for the 2013 theme, Heritage of Education, of the International Day on Monuments and Sites. The universities are the following:

*Galway: Secret Landscapes: The Upland Archaeology of the Northern Slieve Aughty - Kilchreest/Castledaly Community Archaeology Project.

This community archaeology project is being promoted by Christy Cunniffe, Galway Field Monument Advisor in partnership with the Kilchreest/Castledaly community. The Field Monument Advisor Programme is an initiative of The Heritage Council and the Heritage Office of Galway County Council. Newly discovered archaeological  monuments in the uplands of Kilchreest date from the Bronze Age right through to the 19th century material will be visited. What ? The International Day of Monuments and Sites - ICOMOS is the occasion to stimulate a reflection on the importance of the educational value of cultural heritage and the use of new technologies related to teaching. 

The event will start at 9:30 at the Auditorium al Duomo with the objective to share between the institutions and the citizens those initiatives that are centred on the interaction between the cultural heritage, the education and the awareness. -       Central commemoration act in the Congress of the Republic of Peru: the central act for the Day of the Monuments will be held in the Porras Barrenechea Chamber of the Congress of the Republic of Peru under the patronage of the President of the Congress, Congressman Victor Isla Rojas. The act will be held on May 14 (due to the schedule of Mr. Isla) and will include: the official presentation of the Bill of Act declaring formally 18 of April as the International Day of the Monuments and the Day of the Peruvian Cultural Heritage, a recognition ceremony in honour to the Honorary President of ICOMOS Peru, Arch. Víctor Pimentel Gurmendi, and speeches by prominent specialists on the issue "heritage of education" in Peru. The same day it will be inaugurated a photo exhibition on Balsa Puerto, a rock art area in the Region Loreto, Amazon Basis, where ICOMOS Peru will develop a project to enhance the area and study its possibilities to be considered as a WHS

-       Additionally ICOMOS Peru is coordinating press conferences and interviews in the main communication media to diffuse the importance of the Day of the Monuments and Sites.

Nous soulignons le colloque officiel du 18 avril qui aura lieu pendant toute la journée a Coimbra, au Colège des Jésuites de l'Université et qui est une organization de l'ICOMOS Portugal et de la Direction Générale du Patrimoine Culturel. Dans ce colloque nous signalons aussi  les 5 siècles de la bibliothèque Générale de cette Université (1513-2013).
Ce colloque présentera et discutera par ailleurs les plus récentes interventions en édifices de l'éducation ayant valeur patrimonial, dont une qui vient d'être distinguée par le prix Europa Nostra 2013 au Lycée Passos Manuel a Lisbonne.

CIAV – Vernacular Architecture

Who? Vernacular Architecture Committee of ICOMOS Mexico

What ?The Vernacular Architecture Committee of ICOMOS Mexico will celebrate 18 April with an event in a rural village.Romelia  Gama and Jaime Silva, architects, both members of the local vernacular architecture committee, are organizing an event in Tlaxmalácatl, Huitzuco Municipality, in  Guerrero State.

In this place there is a building from the around 1920 which was the first school of the village and now lodge the local archeological and historical museum. The vernacular building has been very well preserved. Unfortunatly in our country there is no law to protect vernacular architecture for all kind of architectural types. Because of this situation and in order to raise public and authorities awareness, we decided to give emphasis to both kind of heritage: the educational type and at the same time the vernacular buildings.

The local authorities will support the event organization. The students of all levels and local inhabitants will assist to the celebration, which will take place in different places the whole day. They will appreciate the exhibition of photographs which has been done with the collaboration of others members of the Committee.

From Yucatan PhD. Aurelio Sánchez Suárez have sent several photographs which belongs to the Mayan Area in Yucatan, which illustrate several open public spaces locally called: “ramadas” and “tablados” that normally are used for traditional festivals called “vaquerías”, but also has been used for religious teaching cult. There is plenty of information related to the traditional technical construction systems.

 

From Xochitlan, on the North part of the Puebla State, Ph.D Gerardo Torres, (also a member of CIAV), have sent very important vernacular examples in photographs and text, that show a rural and traditional architecture of a local musical school where they teach the children to play the “huasteco son” and the “huapango”, both musical local and regional traditions. Some others photographs present the rural vernacular building for the primary school still in use.

Le thème des célébrations 2012 est « le Patrimoine mondial »

 « Le patrimoine est l’héritage du passé dont nous profitons aujourd’hui et que nous transmettons aux générations à venir. Nos patrimoines culturel et naturel sont deux sources irremplaçables de vie et d’inspiration. Des lieux aussi extraordinaires et divers que les étendues sauvages du parc national de Serengeti en Afrique orientale, les Pyramides d’Egypte, la Grande Barrière d’Australie et les cathédrales baroques d’Amérique latine constituent le patrimoine de notre monde.

Ce qui rend exceptionnel le concept de patrimoine mondial est son application universelle. Les sites du patrimoine mondial appartiennent à tous les peuples du monde, sans tenir compte du territoire sur lequel ils sont situés.

L’Organisation des Nations Unies pour l’éducation, la science et la culture (UNESCO) encourage l’identification, la protection et la préservation du patrimoine culturel et naturel à travers le monde considéré comme ayant une valeur exceptionnelle pour l’humanité. Cela fait l’objet d’un traité international intitulé Convention concernant la protection du patrimoine mondial, culturel et naturel , adopté par l’UNESCO en 1972. »

Contexte

La reconstruction dans le domaine du patrimoine peut être définie comme l'acte ou le processus de représentation de la forme, des caractéristiques, des détails, ou parfois même des matériaux manquants d'un site, d'un monument, d'un paysage, d'un bâtiment, d'une structure ou d'un objet qui n'existe plus (ou une partie de celui-ci) à une période précise, et généralement dans sa localisation historique.


Il est important de noter que les reconstructions peuvent aujourd'hui être numériques aussi bien que physiques, ce qui n'avait pas été prévu au moment de la Charte de Venise en 1964. Bien que la reconstruction physique puisse être plus « invasive » et endommager d'avantage le tissu d'origine qui reste de sites archéologiques ou historiques, la reconstruction physique comme numérique soulève de sérieuses questions de validité historique car les deux peuvent produire des images persuasives pour un usage éducatif et à des fins d'interprétation.

La reconstruction est distincte de la restauration dans le sens où elle comprend la construction nouvelle de divers composants manquants du paysage culturel, tels que des bâtiments, des huttes, des villes ou des villages, des constructions en terre, des zones de vie, des chemins et des rues. Partout dans le monde, les reconstructions ont abordé un large éventail temporel comprenant des sites (dont des dizaines sinon des centaines d'autres qui pourraient être mentionnés) comme par exemple une maison néolithique à Çatalhöyük en Turquie ; la Grande Kiva préhistorique au Aztec Ruins National Monument dans le Nouveau-Mexique aux Etats-Unis ; le portail de l'âge de fer de Beer-Sheva en Israël ; le site Castell Henllys de l'âge de fer au Pays de Galles ; le parc archéologique romain de Xanten en Allemagne ; ainsi que de nombreux bâtiments de périodes historiques (la plupart en bois, mais aussi en clayonnage enduit de torchis) à travers l'Europe et l'Amérique du Nord.

La Charte de Venise (1964), considérée depuis longtemps comme la source faisant les plus autorité pour la théorie de la conservation internationale, a été interprétée comme interdisant strictement la reconstruction des sites archéologiques – et de même, en toute probabilité, la reconstruction des monuments architecturaux détruits.

L'article 15 de la Charte stipule clairement que :
Tout travail de reconstruction devra cependant être exclu à priori, seule l'anastylose peut être envisagée, c'est-à-dire la recomposition des parties existantes mais démembrées. Les éléments d'intégration seront toujours reconnaissables et représenteront le minimum nécessaire pour assurer les conditions de conservation du monument et rétablir la continuité de ses formes.

Même concernant la « restauration » définie par la Charte de Venise (art. 9) comme l'opération spécialisée dont le « but est de conserver et de révéler les valeurs esthétiques et historiques du monument et se fonde sur le respect de la substance ancienne et de documents authentiques », l'exactitude est primordiale. La Charte insiste que même la restauration (qui n'implique pas la reconstruction) « s'arrête là où commence l'hypothèse, sur le plan des reconstitutions conjecturales ». Mais où, précisément, peut-on situer la limite entre conjecture et certitude lorsqu'il s'agit de l'interprétation – inévitablement créative – du matériel historique manquant ou endommagé ?

Une exception notable à cette insistance sur la conservation uniquement du « tissu d'origine » qui demeure a été faite par la Charte de Cracovie de 2000 (qui a complété les conclusions de la précédente Déclaration de Dresde sur la Reconstruction de 1982).

L'article 4 de la Charte de Cracovie a déclaré que :
La reconstruction de parties entières "dans le style de l'immeuble" doit être évitée. La reconstruction de parties limitées ayant une signification architecturale peut être acceptée, à titre exceptionnel, à condition d'être basée sur une documentation précise et indiscutable.

Cependant, elle a également reconnu que :
La reconstruction d'un immeuble entier, détruit par un conflit armé ou un désastre naturel, n'est acceptable que s'il y a des motifs sociaux et culturels exceptionnels en rapport avec l'identité de la communauté tout entière.

Ceci avait été le cas lors de la reconstruction à grande échelle de la ville de Ieper/Ypres en Belgique, qui avait été nivelée pendant le bombardement intense de la guerre des tranchées de la Première Guerre mondiale ; du centre historique de la ville de Varsovie, détruit pendant la Seconde Guerre mondiale ; et du symbolique pont de Mostar, volontairement dynamité pendant les Guerres balkaniques des années 1990. Dans les années qui ont suivi la Charte de Cracovie, des experts du patrimoine de l'UNESCO et de l'ICOMOS ont discuté des plans pour la reconstruction physique des bouddhas de Bamiyan, des tombes Kasubi en Ouganda et des structures en terre de Tombouctou au Mali - qui ont tous été détruits pour des raisons politiques et / ou d'inimitié religieuse.

Un appel à la discussion

Malgré la reformulation du concept d'authenticité par le Document de Nara de 1994 et les textes de Dresde et de Cracovie mentionnés ci-dessus, une hostilité, professionnelle et formelle, aux reconstructions de tous types, sans considération de leur possible signification éducative ou culturelle et dans l'hypothèse qu'elles ont souvent été effectuées principalement pour des fins commerciales, subsiste. La résolution suivante (17GA 2011/39), adoptée par la 17e Assemblée générale de l'ICOMOS à Paris en 2011 se lit comme suit :

La 17e Assemblée générale de l'ICOMOS,
Rappelant la Charte de Venise (1964), la Déclaration de Dresde sur la reconstruction (1982), le Document de Nara sur l'Authenticité (1994), la Charte de Cracovie (2000), et d'autres recommandations concernant la théorie et la pratique de reconstructions;
Considérant la croissance significative à l'échelle mondiale des reconstructions de monuments et d'ensembles y compris des sites du patrimoine mondial;
Considérant le mépris croissant des principes théoriques en vigueur relatifs à la justification de la reconstruction et une nouvelle tendance vers la commercialisation importante des activités de reconstruction;
Encourage l'ICOMOS, considérant ce phénomène comme une urgence à traiter, à lancer un débat sur cette nouvelle et croissante tendance à la reconstruction.

A la réunion du Conseil consultatif de 2012 à Beijing, le Comité scientifique international de l'ICOMOS sur l'Interprétation et la Présentation des Sites Patrimoniaux (ICIP) a été chargé de faire avancer le débat, avec l'aide de tous les autres CSI intéressés ou des membres individuels de l'ICOMOS. Lors de la réunion du Conseil consultatif en 2013 à San Jose, des suggestions sur le contenu de l'enquête ont été sollicitées de tous les Comités nationaux et les Comités scientifiques internationaux.

Après la réunion, il a été décidé que l'analyse des résultats de cette enquête serait menée par l'ICIP en étroite collaboration avec les Comités scientifiques internationaux de l'ICOMOS, CIPA (Documentation du patrimoine) et THEOPHILOS (Théorie et philosophie).

Il est essentiel, dans l'objectif de commencer un débat au sein de l'ICOMOS sur les principes admis et la fréquence des reconstructions, que tous les membres de la communauté ICOMOS expriment leurs opinions.
