Proposed new Rules of Procedure

Background

ICOMOS has had Rules of Procedure for many years. The previous version of the ICOMOS Statutes empowered each of the statutory organs of ICOMOS to prepare and adopt its own Rules of Procedure, as a result of which separate sets of Rules were adopted over the years by the Executive Committee, the Advisory Committee and the General Assembly.

A major revision to the ICOMOS Statutes was adopted by the General Assembly in 2014. Among the provisions of the new Statutes was that Rules of Procedure for all ICOMOS statutory bodies needed to be prepared and reviewed by the Board (Article 10-d-10) and adopted by the General Assembly (Article 22).

The revised Statutes made the then current Rules of Procedure obsolete in many respects. In addition, the resolution to adopt the new Statutes included a request to the Board to consolidate the ICOMOS Rules of Procedure into a single document and to present drafts to the Advisory Committee for discussion, with a view to adopting the new Rules at the General Assembly in 2017. The Board established a Working Group to compile the new Rules. A first outline of the Rules of Procedure, together with a draft of the Rules for the General Assembly and Advisory Committee meetings, was presented to the Advisory Committee and the annual General Assembly in 2015. This was followed by an updated draft presented to the Advisory Committee in 2016.

The first Board election under the new Statutes will be held at the General Assembly in 2017. The procedure for this election differs from previous ones (the Board is elected before the Bureau) so it requires new Rules. The new Rules of Procedure governing the election (and other aspects of the General Assembly) need to be adopted before the 2017 General Assembly so that they can be in place for the elections on 14 December and the rest of the Assembly.

The draft Rules were ready for approval at the Annual General Assembly in Istanbul in 2016, but could not be adopted because authorised voting members from the statutory minimum number of National Committees were not in attendance there. The Rules will therefore be presented for adoption at the Extraordinary General Assembly to amend the Statutes, which will be held in Delhi from 11 December.

Consultation

The current draft of the Rules is now being circulated for comment from members. The French version is being prepared and will be available shortly. The Board will consider the draft at its March meeting, together with any comments received by that time. However, it is proposed that comments will be received at secretariat@icomos.org until Monday 1 May 2017, after which a final draft will be prepared and presented to the Board for adoption as the version to be put to the General Assembly in December. This will be circulated to all members at least four months before the Extraordinary General Assembly.
